How do I make a mod?

iam trying to make two mods
1: Animation player/sudo emotes of sorts

it will include:

a: a menu where you have a emote wheel by preesing Dpad UP, the joystick/analog stick/WASD will scroll around
b: a select which one for your one of 8 slots and it can be EVERY SINGLE ANIMATION with extras

2: CS Dusto buds

includes:

a: a unique character model
b: a unuiqe moveset
c: new voicelines/sound effects

can anyone teach me?

also how do i do a empty mod aka just the title and desc?
