Currently, no. Only the base game is compatible with the gems; the mod takes this into account, and if you're playing a ROM hack with no compatibility, the ending requirements are lowered. Compatibility for a couple of romhacks, most notably star road, is planned in a future update, though!
if it,s ok with you i have another mod idea
(if you can make it work) luigi,s mansion 64! I really want luigi with his movset from luigi,s mansion in mario 64

This absolutely my favorite playable version of wario. Even though his weaker jumps make him ill-suited for some rom hacks, his moveset is just so fun to play and wario is so fun to pilot.
My only gripe is that it seems to have problems with the Extra characters + mod. Activating both will cause wario's moveset to break.
This mod doesn't seem to work properly. When I played it in my friend's server, the shoulderbash seemed to work like how the dash in Wario Land 4 does, while in mine it starts off somewhat fast, slows down, and then ends. Additionally, the groundpound works the same as Mario's, and I can't do the super ground pound, super bash, roll, or earthshake punch, even when I have them unlocked. Would you happen to know how to fix these issues?

It also feels important to mention I have tried disabling every mod I have except this, the character select and character movesets and it still functions this way

Oof, that doesn't sound like any problem I've encountered before, especially not if it misbehaves when you're only using wario land + character select and nothing else. What version of coopDX are you using, and what vesrion of CS are you using?

You're the second person to report this sort of problem...I thought I'd test it by making sure I have the absolute latest version of CS and getting a fresh download of the mod, but I can't replicate the problem at all. Did you check if you accidentally disabled movesets in the CS menu? What platform are you playing on? Have you tried redownloading the whole mod if you think a script is missing? If it's not producing errors I doubt that'd be the case, but better safe than sorry.
Sorry for the vague, not very helpful answer, but I'm at a little bit of a loss with the information I have.

This looks like you may have another moveset mod installed that overrides mine. My wario's shoulder bash should never be able to act like that, it shouldn't even have that animation. so check if you may have a mod installed that gives the default wario a shoulder bash move, by any chance. If that's the case, and you want to keep both enabled, you can dive into the wario mod's main.lua file and change the Character Type (CT) of each wario from "CT_WARIO" to "CT_MARIO" (lines 639, 651, 663, 675, and 686) to give him the default moveset of whatever that mod is.
Sorry for the late response, busy day. I hope this ends up helping! If I'm right about the issue
