Maybe the best way to ensure that is to reserve the first day of the mod of the month for having a discussion about deciding the rules.
I think if a main category that contains subcategories wins we should discuss whether we want it to be a broader competition or something more narrow.

Generally speaking, you can do this with any multiplayer pc game that allows you to run multiple instances that also has LAN support. If you have a multiple screen setup, you can just devote a different screen for each user to use too.
