[CS] Scrooge McDuck 1.2

Added Unused eye states

Fixed weird lighting on his foot (Unable to fix it on his Metal Model)

Fixed some audio being missing and Scrooge's spats being wrongly textured
Replaced the button texture with the base one
Added a palette based off of Uncle Scrooge #171 (Or the Money Palette as I call it)
