Basic moveset, I do not have knowledge regarding coding movesets as of now

I'm not sure what's going on but I loaded the mod in and it told me that Neo Metal Sonic has script errors. I then disabled all other mods and it again told me it has script errors. But I don't know what could be broken. I see his custom animations and hear his custom voice. He moves pretty slow though.

Make sure CS is updated to v1.16.3 and Coop Deluxe to v1.4.1

Along with that, Neo Metal moves slow because he has no moveset, just the regular mario moveset

Strange. I do have Character Select v1.16.3 and SM64coopDX is v1.4.1. I'm unsure what's going on. The mod loads, it just says it has a script error when I begin hosting the game.

Very likely an issue with another mod then which is causing errors for the Neo Metal mod

Well that's the thing: I disabled all other mods (other than Character Select) and it still has the red text saying there is a script error. It may be telling me there is an error without there actually being one that really affects anything? So I re-enabled my mods and used Easy Custom Movesets to give him a Sonic moveset and faster speed. It doesn't appear to be broken and doesn't affect my other mods (that I've noticed) while they are on either.

Well then, are you using CoopDX on OpenGL or DirectX, or are you just using this on Android

I'm not on Android, but I am using my Steam Deck. I just opened the game to look to see if I'm using OpenGL or DirectX but I don't see anything where I can see or change it? I assume it's OpenGL because it's usually that or Vulkan on the Deck.

Well then im not sure what else could be an issue then, I would just check the console to see what is causing the error as I do not see anyone else having the same issues as you are
