Vertex Grouping Not Working (Can't Scrunch Model) (Blender)

Hey. While configuring a model (following this tutorial), however, when at this point of the video, where the vertex grouping just failed to work. I selected the parts of the model multiple times, deselected the vertexes, and selected them again, to no avail. I am using the same version as the video, and the same Mario template. Should I restart at a certain point, or find guidence elsewhere? Thanks.
 
What I meant was whether you attached the model to the wings, or the wings to the model, because if you attach the wings to the model the vertex options won't appear
Ooh, right. I'm not sure, but I have a version of the model not joined together. So just to be clear, I should join the model with the wings, not vice versa?
 
The problem has been fixed, and I can select the vertexes, but when I set the model to the in-game animations in blender, the arms are bent in different directions. When I try to adjust them, the model flickers back to it's original self.

This often happens; it's because you didn't properly position the bones called "Left/Right Arm Color." It occurs when you incorrectly position the angle or move the bone from its predetermined location.
