Plunder in the Sunken Ship Glitch

I cant make the Eel come out from the Sunken Ship no matter what character I use??? Mario, Luigi, Waluigi, Wario, Custom Characters, etc. is this only me??

i tried it but it doesnt work and the eel just killed me

okie dokie ig this is basically a new download with like a few character mods and even if i use a normal character it dont work so idk
