Make Responsive Controls a Setting

In the "Cheats" mod, there is a cheat labeled "Responsive Controls". I, personally, think this should be a setting in the base game.

This changes the movement of the vanilla game, which generally is not something that should be messed with in the coopdx repo, that's what mods are for (generally).

How so? I never actually noticed a difference; I just turned it on whenever cheats were active because ¯\(ツ)/¯
