How to mod in Windows 7?

Hi! I want to start a character mod for the game, but my laptop it's too old, like, 18 years old. Here is my specs:

[ Doesn't have OpenGL 4.3 or higher ]

My idea was to make a SFW Terrible Mouse character, sfx and movesets, for my friend (i swear this is for my friend).
Any tips or links to make my job less dificult? I'm really exciting to make this.
