why do people like the mega man x mod so much

People like to play with the mods they like. It's not something worth thinking too hard about. c:
I mean, it's a mod that completely changes the gameplay of the game. And it's well polished. Why wouldn't it be liked overall?
That's EXACTLY what is so special about it, we're talking about... MEGA MAN X.
Maybe these days the name isn't respected as much, so it's fair if you don't think of it as a big deal, but let me tell you, the flow state of Mega Man X games can be something truly magical, it's one of those franchises that kick your rear at the start, BUT you can break in half like a twig if you know what you're doing...though, that's only if you can handle the challenge...
Even for today's higher standards, not many platformers come close to the best this series has to offer, so it's no wonder people are happy to FINALLY have a proper MMX experience in 3D.

Cuz you are literally playing as Megaman, simple. Like he uses unique animations, has a completely different moveset and is fun to control. Not to mention its not just him, you get 3 other characters with different movesets on top of that.
